Joint Volunteering for a Safer Life

Programme results: increased quality of the joint risk management in the CBC area from inappropriate (2.00) to satisfactory (3.00)

Project status

The project is under implementation and important steps have been done for the main activities of the project:

Within the frame of a signed service contract, B2 finalized the elaboration of the risk analysis of the cross-border area:

1) Analysis of the scale, frequency, geographical concentration, seasonality and prerequisites for disastrous events in the cross-border area;

2) Analysis of regional and municipal plans for disaster preparedness and emergency response for a pilot region (Silistra District and Calarasi County);

3) Joint report on the emergency response preparedness in the cross-border area, which so far were uploaded on the project web page still only in BG language, available on the following link: https://volunteering-robg.com/bg/2020/01/23/%d0%b0%d0%bd%d0%b0%d0%bb%d0%b8%d0%b7-%d0%bd%d0%b0-%d1%80%d0%b8%d1%81%d0%ba%d0%b0-%d0%b2-%d1%82%d1%80%d0%b0%d0%bd%d1%81%d0%b3%d1%80%d0%b0%d0%bd%d0%b8%d1%87%d0%bd%d0%b8%d1%8f-%d1%80%d0%b0%d0%b9%d0%be-2/. Furthermore, in order to the extent of these analysis, there are foreseen to be used in the development of the training materials for the planned workshops, supposed to be organized during the project in the forthcoming spring period. In addition, within the frame of Activity T.3 “Development of a Joint Training Program for Volunteers”, a voluntary emergency response plan for common actions was prepared by the experts of Beneficiary 2 - Directorate General Fire Safety and Civil Protection – Ministry of the Interior and Beneficiary 4 - National Association of Volunteers in the Republic of Bulgaria and sent for approval to Beneficiary 3 - General Inspectorate for Emergency Situations - Ministry of Internal Affairs. In the beginning of March 2021, a contract for the development of the joint training program for volunteer emergency response units was signed.

B3 finalized the tender documentation for the procurement of specialized equipment - protective suits for firefighting and training tower. Further, it is reported the finalization of the technical specifications for the procedure following to which additional market research was carried out. Thus, the launching of the main procedure, which is expected since a long period, was finally officially published on in the middle of February, having as deadline for receiving offers until the end of April 2021. The consecutive signing of contract and respectively the delivery of the equipment is estimated to realized until July 2021.

Within the Investment Package “Construction of the Training Facility”, the LB signed contract with subject: Design and Engineering works for the establishment of a Training center for volunteers in Belitsa”. In accordance with the frames of the signed execution contract, it was issued the Start Order for elaboration of the Technical Project of the investment. As a result, the Technical Project was delivered to the LB together with the expected approvals obtained. In addition, the LB reported the finalization of the tender procedure for Construction supervision for the establishment of a Training center for volunteers in Belitsa, having already contract signed.Based on the provisions of the signed execution contract, the Protocol for starting the execution of the works in Belitsa was issued in the end of August 2020, having as terms of execution 140 calendar days. Following the winter period, a temporary suspension of the works between the period 09.12.2020 – 12.03.2021 was operated. Currently, the renovation works are ongoing, very close to their full completion, respectively until the end of May 2021, the final works is expected to be officially accepted.
