Silistra – Ecofriendly – Viable – Electrical – Navodari Transport

To improve tertiary nodes connection by reconstruction of 4,315 m of road and introducing eco-friendly-transportation in the Silistra - Navodari cross-border area.

How is it going to happen?

  • Elaboration of a Joint Strategy whose aim will be to identify better transport services for the citizens in the cross-border area, improve the accessibility and mobility of people with minimum effects on the environment and propose future projects to be developed in common;
  • Elaboration of a Joint Route Guide which will gather information about bicycle lanes and routes, sightseeing - cultural and natural heritage, hotels, shops and garages for bicycles in the region of Silistra and Navodari;
  • Construction of a 14.414 m of bike lanes, construction of 7 bike docks in Silistra (for standard and electric bikes), 36 bus and bike stations in Navodari and 1 solar parking in Silistra; 
  • Rehabilitation of 4.315 km of road;
  • Organization of communication and promotion activities.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 

4,315 km of rehabilitated roads;

2 joint mechanisms that facilitate the connection of secondary/tertiary nodes to TEN-T infrastructure;

Programme results: 

68,211 persons from the cross border area will be served by modernized infrastructure leading to TEN-T

Project status

The project is finalized.

LB – TAU Navodari Municipality realized the following investments:

Modernization of Navodari boulevard - 3.84 km of road were modernized, bicycle paths were built for a length of 6.90 km, traffic signs were installed and 36 modern bus stops were placed.

B2 – Silistra Municipality made the following investments:

8.64 km of bicycle paths were built/marked in the municipality of Silistra. 7 docks have been installed for electric and normal bikes. Vaptsarov boulevard with a total length of 0.47 km was modernized.

The partners carried out related activities to ensure publicity and information. Thus, a web page of the project was developed, available at the address https://ro.seven-t.ro/ . A Joint Route Guide was elaborated, containing gathered information about bicycle lanes and routes, sightseeing - cultural and natural heritage, hotels, shops and garages for bicycles in the region of Silistra and Navodari, which was further promoted by the project beneficiaries. DJ-VR: R.A.E.S – ROBG-195

Co-ordinated and efficient reactions of the authorities in the emergency situations in Dolj-Vratsa region

What’s the goal?

To improve the joint risk management in DJ-VR cross-border area.

What’s the budget?

5,935,643.42 euro, out of which 5,045,296.89 ERDF

Target at the half of the implementation period: 31,811 euro for Lead Beneficiary, 0 euro for Beneficiary 2 and 908,859 euro for Beneficiary 3.

How is it going to happen?

  • Establishment of the Unit for Emergency Situations Interventions in cross-border area – Craiova UESI;
  • Emergency intervention equipment endowment of the Unit for Emergency Situations Interventions in cross-border area – Craiova;
  • Establishment of a cross-border point for improving the mitigation capacity of authorities in emergency situations and disasters in Vratsa;
  • Joint exercises for simulating cross-border disasters in Dolj and Vratsa;
  • Raising awareness campaign in case of risk situations;
  • Organizing press conferences at the beginning,midterm and end of the project in Vratsa and respectively in Dolj;
  • Elaboration of information and publicity materials (temporary and permanent billboards, roll-up banner for events with public/stakeholders participation, personalized folders, notepads, pens, leaflets and brochures);

What will be the results (what’s the contribution to the Programme)?

Programme outputs:

- 793,504 people benefiting from actions of risk management, 793,504 people benefiting from flood protection measures, 1 joint partnership in the field of joint early warning and emergency response

Programme results: increased quality of joint risk managementin the CBC area

Project status (reflected in progress reports)

The end date for the project implementation period was 21.12.2023, but due to delays in the implementation of activities by the Lead Beneficiary, the project was included in the list of un-finalized projects, according to the provisions of OG 36/2023, by the Decision of the Program Monitoring Committee Interreg V-A RoBg, no. 313/14.11.2023. The new project completion date is 30.04.2024.

2 Fire fighting vehicles 9,000 l were delivered to LB and the Vehicle for heavy extrication and the ambulances of type C and B will be covered by the distribution of the vehicles purchased through the project carried out by the IGSU, they are in operational reserve at the level of the inspectorate.

At the request of Craiova International Airport, BL relocated the Intervention Unit due to the fact that another project of strategic importance at the regional level consisting in the construction of a new passenger terminal as well as a cargo terminal will be implemented on the spot on which it was planned building UESI. The new location has been identified nearby and LB has already signed the contract for the execution of works on the new site, the works to be completed in a period of 14 months from commencement of works.Although the works were completed according to the works contract, following the on-site visit of the ISU representatives, the need for additional works was found, and for this reason it is necessary the beneficiary to obtain a new construction permit in order to change the theme.

IT and electronic equipment were purchased and delivered to equip UESI Craiova.

The following equipment was purchased by B3: "Medical equipment for monitoring vital signs", "Emergency transport ventilation system for command and assisted ventilation with integrated oxygen cylinder", "High capacity 4x4 pickup truck", "Specialized vehicle for transport of blood products and human organs for transplantation' and 'Ambulance with incubator for the transport of newborns'. The contracts are signed for "Heavy vehicle for intervention in case of truck accidents", "Technical vehicle for rescue", "Vehicle with snow plow and device for spreading sand and salt" and "RIB boat (Rigid inflatable boat) with trailer for Transport".

W-TEN (ROBG-440)

Well connected nodes Giurgiu - Borovo to TEN-T transport network

What’s the goal?

The common challenge approached by the project is to improve the accessibility and mobility to the TEN-T network and thus to create suitable conditions for sustainable development in the border area.

4,945,538.25 euro, out of which 4,236,007.56 euro ERDF

  • Integrated information and awareness system;
  • Joint traffic management system and awareness;
  • Modernization of DJ 601: Bolintin Vale – Malu;
  • Works in Borovo Municipality.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: - Modernized transport infrastructure providing access to the TEN-T network (Total length of reconstructed or upgraded roads 11.73 km.);

- 2 joint mechanisms to facilitate the connection of secondary/tertiary nodes to TEN-T infrastructure

Programme results: Cross border population served by modernized infrastructure leading to TEN-T – more than 20,877 inhabitants.

Project status

Current Project Status:

The implementation period of the project ended on 31.12.2023, but because of delays registered in the investment activity of LB, the project was included on the list of un-finalized projects. The new completion date of the project is 31.08.2024.

B2 has finalized the modernization works for the rehabilitation of 4.32 km from the street network in Borovo.

The LB signed the contract for design services and works execution for the investment objective „Modernization of DJ 601: Bolintin Vale – Malu Spart DN61, km 13+685 – km 14+184 and km 22+263 – km 29+221, 7.45kmon 18.10.2022 with a design period of 30 days and a construction period of 12 months. The order to start the construction works was given on 25.05.2023, in order to begin the construction works on 29.05.2023. According to the information provided by LB, the construction works are ongoing and 7.416 km of modernized roads in Giurgiu were reported by LB, having in mind that the roadway was finalized and is open to traffic. On 27.11.2023, LB organized the Conference “New opportunities for traffic management and traffic safety measures in Giurgiu-Borovo” in Giurgiu.

B2 had elaborated the study „New opportunities for traffic management and traffic safety measures in Giurgiu-Borovo area”. The study examined the state of transport infrastructure in the cross-border region, identified affected areas, made a SWOT analysis of the current situation, a risk analysis related to optimizing transport conditions in the cross-border region Borovo - Giurgiu, review of applicable regulations in Bulgaria and Romania defining the institutional responsibilities of the authorities regarding transport conditions and traffic safety by analyzing their role in the whole process.

The interactive map and the smartphone application are available for free on Google play and App store under the name “Borovo Blackspots”. The map is available in Bulgarian, English and Romanian and it contains the locations of the black spots https://w-ten.info/?ait-items=blackspot-locations&lang=en.

The application allows a user to report a new accident and it also promotes important touristic objectives, which can be visited by potential tourists coming to the area and it promotes the rules of traffic safety.

B2 elaborated the Traffic Management Plan and acquisioned equipment on his behalf for the traffic monitoring system in order to realize a functional information system for traffic monitoring. In addition, LB purchased equipment for the traffic management system and put it onto operation on 23.11.2023. The Joint traffic management system developed by the project’s beneficiaries is functional and can be accessed at https://wtentraffic.eu/.

On 24.11.2023, B2 organized the Conference “New opportunities for traffic management and traffic safety measures in Giurgiu-Borovo” and the Workshop „How to improve the traffic safety measures within the Giurgiu Borovo cross-border area?” in the town of Borovo. The closing press conference on behalf of B2 took place on 11.12.2023 on Borovo with 50 participants. B2 implemented also the traffic awareness activities and developed the promotional materials (leaflets, posters).

MEDDOB (ROBG–439)

“Improving the connection to the TEN-T network in the cross-border area Medgidia - Dobrich”

What’s the goal?

To ensure better traffic conditions for the population of the 2 cities, as well as for the other traffic participants who are transiting.

What’s the budget?

7,988,762.56 euro, out of which 6,790,448.17 euro ERDF

How is it going to happen?                       

  • Developing of 3 joint mechanisms (e.g. route guidance, incidents/emergencies detection and management, studies on traffic flows, feasibility studies addressing cross-border transport issues, traffic safety measures, black-spot maps, awareness raising activities)
  • The modernization of 13 streets from Medgidia Municipality is of  a great importance for the inhabitants from the economic and social point of view, and the realization of the work will considerably improve the viability and the technical condition of the road section, being registered: access to educational institutions; access to the Sports Complex; access to commercial companies; access to county roads DJ 222, DJ 381;the A2 part of the TEN-T;
    Direct connection to the Medgidia river port that is connected to the Black Sea-Danube Channel; improving the quality of life of the inhabitants of Medgidia; Increasing school attendance and decreasing school dropout; Improving the social and economic situation of the inhabitants of the area; the social stability of the area.
  • Rehabilitation and reconstruction of road surfaces of the objects of the "Dobrudzha" blv. and "Nikola Petkov" street, Dobrich town.
  • Purchasing maintenance equipment: Backhoe with accessories and High pressure machine for unclogging the small bridges, gutters, ditches, etc.

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 3 joint mechanisms to facilitate the connection of secondary/tertiary nodes to TEN-T infrastructure; 13.73 km of modernized roads;

Programme results: 136,114 Cross border population served by modernized infrastructure leading to TEN-T.

Project status

The project was finalized. The following results have been achieved within the project:

1. Modernizing of 13.13 km of road infrastructure in order to connect secondary (Dobrich) and tertiary (Medgidia) nodes to TEN-T infrastructure and to reduce transportation time and optimising logistics. Also, 5.497 km of roads were modernized through this investment in Medgidia and 7.632 km of roads were modernized through this investment in Dobrich;

6. The acquisition of maintenance equipment by TAU Medgidia: Backhoe with accessories and High pressure machine for unclogging the small bridges, gutters, ditches, etc.;

7. 145.237 inhabitants, representing cross-border population served by modernized infrastructure leading to TEN-T: 43.519 inhabitants in Medgidia Municipality and 101.718 people in Dobrich Municipality.
