Well-developed transportation system in the Euroregion Ruse-Giurgiu for better connectivity with TEN-T network

The overall objective of the project is to modernize and upgrade the road infrastructure in Ruse and Giurgiu representing direct connections to TEN-T.

How is it going to happen?

  • common system for data base gathering and processing of traffic information;

What will be the results (what’s the contribution to the Programme)?

Programme outputs: 11.23 km of roads reconstructed or upgraded;

Programme results: 2,000 people benefiting by modernized infrastructure leading to TEN-T.

Project status

The project is under implementation, with the following results reported so far:

Both project beneficiaries have performed two Launching Conferences - in Ruse, BG and in Giurgiu, Ro. In addition, LB purchased a car, which will assure the transportation of the Giurgiu PMT by performing of actions, related to the project implementation.

- construction modernization works in Giurgiu and Ruse (Construction works in Giurgiu - Bucuresti BD; Prieteniei RD; 1 Decembrie 98 RD and Mihai Viteazu Bld – 6.75 m and B2: Development of construction works in Ruse Municipality – bul. Lipnic - 4 300 m) and the core project actions implementation foreseen will start with the starting of execution of both investments. The status of implementation of the investment objectives is as follows:

LB -Giurgiu Municipality has signed the contract for design and engineering, including technical assistance from the designer during work execution and technical verification of the designer services. The elaborated Technical project was already delivered to LB and based on it, Giurgiu Municipality has launched a procedure for works execution. Contract for works execution was signed on 05.12.2019 with subject: „Works for improvement of the transport and technical characteristics of the Bucuresti Blvd., Prieteniei road, 1 decembrie 1918 street and Mihai Viteazu Blvd., Giurgiu”. The works at all six roads were fully completed since the end of 2020 and partially receipt (minutes no. 10006/19.02.2021), the reception of the entire work has not been possible to be done having into consideration that the works at the artesian fountain has not been completed. The reason for not finalizing the work for the artesian fountain is due to the bad weather conditions / temperatures, which did not allow the waterproofing.

The specific equipment for the traffic system for the three lots was delivered to the Lead Beneficiary through minute no. 55371/23.10.2020 (according to contract no. 30581/16.06.2020, signed with provider SC Telekom Romania SA). After delivering the equipment, the provider, SC Telekom Communication Romania SA has mounted all the equipment, both in Giurgiu and in Ruse.

Although the equipment is mounted in Ruse Municipality, it is not functional yet for the Bulgarian part. The specifics of the high resolution cameras require high speed protected internet connection via fiber optics. Provision of such type of connection to the locations where the high resolution cameras are mounted is quite a challenge. Due to the fact that the rent per month of the fiber optics is extremely expensive, it is not a sustainable solution for utilization of the traffic cameras. Provision of own fiber connection is initiated by the Municipality of Ruse and is expected to be finalized soon.

In what concern the implementation of construction works in Ruse Municipality, the beneficiary has signed the contract for Technical design and construction works for site "Rehabilitation of "Lipnik" Blvd. from the roundabout at Boulevard "Tsar Osvoboditel" to the roundabout next to the building of the traffic police" and author supervision on 12.04.2019. On 14.05.2019, the contractor officially delivered the Technical design to Ruse Municipality and the beneficiary started the official procedure for acceptance of the design by various institutions, such as Water Supply and Sewerage Company, Regional Directorate of the Ministry of Interior - Ruse, etc. The technical design was approved and signed by the Chief Architect of Ruse Municipality. The construction works were officially started on 28.06.2019. Act no. 2/28.06.2019 for opening the construction site and defining a construction line and level for construction of technical infrastructure was issued.

On 28.05.2020, the Water Supply and Sewerage Ltd Ruse informed the Beneficiary 2 about starting of a project, financed under the Operational Programme “Environment” 2014-2020, implemented by the Water Supply and Sewerage Ltd Ruse, which will affect several sections on Lipnik Blvd, foreseen to be modernized by the project ROBG-425.

In this regard, at present, the construction works/ author supervision/ construction supervision is temporarily stopped with act. 10 according to Bulgarian legislation, respectively until the underground infrastructure is completed in the intervening sections between the current project and the project implemented by Water and Severage Company - “ViK” OOD Ruse, (Construction of water and sewerage infrastructure of the specific territory served by “ViK OOD Ruse, BG16M1FP002-1.016-0001-C03, funded via Operational Programme “Environment”).
