Well connected nodes Giurgiu - Borovo to TEN-T transport network

What’s the goal?

The common challenge approached by the project is to improve the accessibility and mobility to the TEN-T network and thus to create suitable conditions for sustainable development in the border area.

What’s the budget?

4,945,538.25 euro, out of which 4,236,007.56 euro ERDF

Target at the half of the implementation period: 30,000 euro for LB and 30,000 euro for B2

The deadline for the half implementation period of the project was 31.01.2021.

LB declared expenditures in amount of 55,547.96 euro for periods 0, 1, 2, 3 and 4 and overreached his target at the half implementation period (185.16%).

B2 declared expenditures in amount of 148,449.50 euro for periods 0, 1, 2, 3 and 4 and overreached his target at the half implementation period (494.83%).

What will be the results (what’s the contribution to the Programme)?

Programme outputsModernized transport infrastructure providing access to the TEN-T network (Total length of reconstructed or upgraded roads 11,75 km.);

Programme results: Cross border population served by modernized infrastructure leading to TEN-T – more than 20.877 inhabitants.

Project status

The project is under implementation.

The passenger car was delivered and received at Giurgiu County Council.

- Identification and black-spot mapping Borovo streets and development of module/application - integrated awareness system for traffic safety measures in both municipalities:

The interactive map and smartphone application (Borovo Blackspots)are available for free for Android and iOS operating systems . The interactive map is available at https://w-ten.info, in Bulgarian language.

- Elaboration of the study „New opportunities for traffic management and traffic safety measures in Giurgiu-Borovo area”:

The study examined the state of transport infrastructure in the cross-border region, identified affected areas, made a SWOT analysis of the current situation, risk analysis related to optimizing transport conditions in the cross-border region Borovo - Giurgiu, review of applicable regulations in Bulgaria and Romania defining the institutional responsibilities of the authorities regarding transport conditions and traffic safety and analyzing their role in the whole process. The Joint traffic management plan is also finalized, while for the traffic management system the contract was signed and its elaboration is under implementation.

LB has stated that the acquisition for design and execution of works under Activity I1 (Investment) - Modernization of DJ 601: Bolintin Vale – Malu Spart – DN61, km 13+685 – km 14+184 and km 22+263 – km 29+221, 7,45km was started on 11th of November, 2020. The award documentation was revised and the procedure was resumed on 11th of December, 2020, when the acquisition announcement was published in SEAP (simplified procedure).

For I2 (Investment) – Works in Borovo Municipality, as far as the B2 – Borovo Municipality is concerned, the Technical Design for the rehabilitation of 4.3 km street network in Borovo was elaborated. Borovo Municipality has completed the first stage of activity “Engineering the technical design services and works for rehabilitation and reconstructions” as a result of which it was prepared Technical design for rehabilitation and reconstructions of 4.32 km streets in Borovo Municipality with detailed bill of quantities. The works are expected to start soon.
